Na quarta-feira (04), a população conquistense teve a oportunidade de participar de um encontro importante dedicado à discussão da reforma da Lei Orgânica Municipal. A Sessão Especial promovida pela Câmara Municipal de Vitória da Conquista, a terceira realizada desde o início dos trabalhos da Comissão Especial criada para reformar a Lei Orgânica Municipal, como nas duas anteriores, teve por objetivo de oportunizar um espaço aberto para que os cidadãos, representantes de segmentos organizados da sociedade e especialistas possam esclarecer dúvidas, debater propostas e contribuir para a construção de uma legislação moderna, eficiente e alinhada às necessidades atuais de Vitória da Conquista.
A Sessão Especial foi marcada por um ambiente democrático e participativo, aberto para que os presentes tivessem voz e pudessem expressar suas opiniões e sugestões. Durante a Sessão, foram debatidos temas relevantes, como transparência, participação popular, direitos civis, melhoria da gestão pública, buscando ajustar a legislação às demandas contemporâneas.
A iniciativa da Comissão Especial, com apoio e incentivo do presidente da Casa Legislativa, vereador Ivan Cordeiro da Silva Filho (PL), reforça o compromisso da Câmara Municipal de Vitória da Conquista em promover uma reforma (da Lei Orgânica Municipal) que seja reflexo das aspirações da população, garantindo uma legislação que fortaleça a democracia, promova a inclusão social e ofereça uma gestão mais eficiente e participativa para o conjunto da população.
Sobre a realização da Sessão Especial, o presidente da Câmara Municipal, vereador Ivan Cordeiro da Silva Filho (PL), ressaltou que a participação da sociedade é fundamental nesse processo de reforma da Lei orgânica Municipal, uma vez, no seu entendimento, é através do diálogo e da troca de ideias que será possível construir um município mais justo, moderno e voltado para o bem-estar de todos os seus habitantes. O presidente da Casa Legislativa ressaltou ainda que, por se tratar de uma Lei que deve dialogar com a cidade e toda a sociedade, a Câmara Municipal, através da Comissão Especial, tem realizado um amplo processo de discussão e escuta, para que no segundo semestre, orientados pelo bom senso e pelo consenso, o Colegiado possa se debruçar na discussão e aprovação do texto final.
Membros da Comissão Especial, os vereadores Luís Carlos – Dudé – Batista de Oliveira (UB – Presidente), Alexandre – Xandó – Garcia Araújo (PT), Cristiane – Cris Rocha – Santos Rocha Cestari (MDB), Edvaldo Santos Ferreira Júnior (PSDB) e Fernando – Jacaré – Vasconcelos Silva (PT), reiteraram o convite à população para que compareça e participe ativamente das Sessões Especiais/Audiências Públicas, espaços dedicados ao debate e à colaboração na reforma da Lei Orgânica. “Essa é uma oportunidade para que todos possam contribuir com sugestões e acompanhar de perto um processo que impacta diretamente a vida da população”, afirmou o presidente da Comissão Especial, Luís Carlos – Dudé – Batista de Oliveira (UB).
Também apontando a importância da participação da sociedade nas discussões, os vereadores Antoniel – Natan da Carroceira – Alves da Silva (Avante), Antônio Ricardo – Babão – Pereira dos Santos (PCdoB), Edjaime – Bibia – Rosa de Carvalho (UB), Joventino Paulo – Paulinho – Oliveira Silva (PSDB) e Ricardo – Gordo – Santos Costa (PSB), em suas intervenções, enfatizaram a relevância do trabalho realizado pela Comissão Especial, destacando a transparência com que a Câmara Municipal tem conduzido sua missão na defesa da democracia e na representação da população conquistense. Além disso, expressaram confiança de que a nova redação da Lei Orgânica, cuja votação ocorrerá no Plenário no segundo semestre, será moderna, atualizada e alinhada às necessidades e interesses da coletividade.
Presente à Sessão Especial, representando a prefeita Ana Sheila Lemos Andrade (UB), o Chefe da Casa Civil do Governo Municipal, Coronel Ivanildo da Silva, ressaltou a necessidade urgente de atualizar a Lei Orgânica do Município, lamentando, apenas, a pouca participação popular nesse Processo. “A Lei Orgânica é a nossa Constituição local, mas ainda é pouco conhecida pela maior parte da população”, comentou. Ele também destacou que a legislação vigente está defasada: “Já se aram quase 16 anos sem atualizações importantes. Precisamos de uma Lei que esteja à altura da nossa cidade”, concluiu.
O Advogado e Consultor Legislativo da Câmara Municipal de Vitória da Conquista, Matheus Silva Souza, destacou o conteúdo do sumário da Anteproposta, informando que até julho o documento estará disponível no site Do Legislativo Municipal para leitura e sugestões da sociedade. Entre as principais mudanças, ele ressaltou a atualização do texto conforme a Reforma Ortográfica, a proibição do nepotismo com base na Súmula Vinculante nº 13 do Supremo Tribunal Federal, a incorporação das Reformas da Previdência (2019) e Tributária (Emenda Constitucional nº 132/2023), além da implementação do Orçamento Impositivo, que permite aos vereadores destinar 2% da Receita Corrente Líquida para áreas essenciais. Outras novidades incluem novas diretrizes para obras e serviços públicos, atualização das infrações político-istrativas e a obrigatoriedade de publicação dos atos municipais, promovendo maior transparência na gestão pública, entre outros aspectos.
